release.yml relied on Windows/ARM64 runner labels that don't have a
practical always-on runner behind them (Windows machine used daily,
Rockchip board doubles as a laptop) - forgejo-runner also has no way to
force a Docker container's CPU architecture in daemon mode, so QEMU
emulation on the existing server wasn't an option either without a
fragile manually-pinned image digest.

README now documents the manual `npm run tauri build -- --bundles
msi|deb` steps and prerequisites for both targets instead.
